I've had to have those discussions with customers in the past. It goes something like this:
Had we been given the full details of these extra drops in advance, we could have negotiated with the carrier for our regular additional per drop fee of $xxxx/drop and $x.xx per off route mile. However the negotiating power is removed from us when the freight is loaded and the driver/carrier is blindsided by additional drops. This carrier charges $xxxx, for the additional work being requested as they are a long haul provider and not set up for this kind of thing. We are not marking it up, in good faith, and we must accept this as a fair rate for the additional work requested. Alternately, the first receiver can offload the entire shipment and we can arrange a local provider to handle these moves for you at a rate of $xxxx. We will do as you instruct, thanks so much for your final thoughts.
Most people are logical. In the end the person who didn't mention the extra drops either was negligent or trying to pull a fast one. They should be more forthcoming with the information you need to provide them with the service they need.
