job applicant threatening a lawsuit against me because I didn't hire them...

Congratulations.
Crazy that our courts are clogged up with idiotic things such as this. But people that should be tried for real crimes skate away because of the backlog.

(Tongue in cheek) you should sue him for the time and money you had to spend to defend yourself from his BS charge.
Right from the outset I made a counterclaim for spending lost time dealing with this BS..
Howoever in th is tribunal's own ruleset (every tribunal/court is different) you cannot countersue simply for spending time dealing with a claim, so I had to withdraw the claim.

Not even.

I've gone down a huge rabbit hole dealing with this guy.

Apparently because he is a "low income earner", he can apply to the courts to have his application costs waived, so pays nothing essentially for initiating the litigation.

Thank your lucky stars. Likely someone else hired this guy. Imagine that on your payroll and talking to your customers. You dodged a bullet.

You do not even need 500 bucks! You go on the tribunal website and file a complaint. The tribunal pushes it down the line weather there is justification or not. There is no threshold to prove that there was a violation - it's all subjective. There is no expectation of providing evidence or facts. You can get a grade 2 student to write it if you want to. It puts all the onus on the respondent to prove that something didn't happen. Then it goes through a mediation process where both sides get an opportunity to hear their side - the mediator tries to come up with a cash number that makes everyone happy. Finally, it goes to a review agent to review the mediators report and do some more investigating to identify if it should actually go to the tribunal for decision.
It's actually stupid to see how many resources are utilized for this type of situation when it could be screened and prioritized right from the compliant.
