exactlyUltimately, it should be the owner of the goods who pays this, or any additional fees. How they do that is the question. Similar to lumper fees, we ask the carrier to pay up front and then submit the receipt for the charges along with his invoice for the shipment. Our final invoice to our customer shows the freight charge and the additional fees as a separate accessorial item. Of course it is always best to inform the carrier of these additional fees ahead of time, simply to insure that the driver has the funds to pay on site.
Just as an FYI - what are the charges - we were about to pick a load that needed TWIC and then it fell thru -@vanspek bingo.
I have been doing intermodal since 2012 , it is actually a large part of my business. I would never hire a carrier that does not have a twic card and I think if they don't have one then they should tell their potential customer.I go to the port regularly and when quoting you should be aware of the additional charge. Whether they break it down with the charges or not it's up to you to know if you don't have a TWIC you'll be incurring additional charges.
