Yes and thats why Prairie and nothern provinces have programs that Fastrack the PR process, only problem is people have already found ways to abuse this soooo unless Big Brother has better measures to keep people in the prairies instead of having them use it as a loophole we could see accelerated development sooner than later.

people are selling property in BC and moving to Calgary, AB - buying a house right out and have enough to start a business - so Calgary residents are now in a bind - have a friend where mom / two siblings married and with kids all live in the same home due to lack of suitable housing
