We "accidently" gave 2 loads Quebec to Kansas City to Frank at Viva Unique. I was not available and the carrier was not properly vetted - there is no way I would have authorised to book with them due to all the reasons you've discussed.
The guy is adamant and we've been arguing for 2 days for quick pay. I thought he double-brokered and was a fraud and I have requested proof that he delivered with his trucks. We are now at the point where he is finally, reluctantly, agreed to have Samsara send me HIS company/driver ELD tracking info for the 3 days he was on the 2 loads. I am waiting for this info to see if he is actually legitimate enough to have done them.
I get the feeling he may run a few trucks legit and brokers everything else. Whether or not they pay the carriers, who knows?
I'll update when his tracking proves or disproves he did the loads.
You are under no obligation to pay immediately. Tell Frank Tom or Tom Frank you don't do quick pay to carriers new to your company. If you promised quick pay you are in a bit of a moral dilemma but you need to protect your company and your customer first and worry about VivaWell, I haven't been on here in awhile but I figured I would add to this thread. Per SMS they have 4 drivers all in one truck and have never been inspected.

Yeah, they're total BS. Frank from Viva Unique has been pushing hard to be paid so he can pay his poor drivers. He's very frustrated with my demand to have Samsara send me his tracking info directly - LOL.
Anyway, we contacted the actual carrier from the PAPS docs and they took the loads from Genetic Brokers, (Someone already made this link). We were paying CAD$3500 to Viva Unique and he sold them for USD $3700 to his unsuspecting victim. Not a great business model if you intend to pay the carrier ...
We'll be paying the legit carrier directly, our rate, and I acknowledge our mistake for dealing with these clowns to begin with, but carriers have to be careful taking loads from US scammers. It always falls back on us brokers, because if the carrier isn't paid, they just sue the shipper and we end up paying the load twice (if we don't want to lose, or worse, get sued by the shipper).
STAY AWAY FROM VIVA UNIQUE TRANSPORTATION AND BEWARE OF WHATEVER NEW IDENTITIES THEY TAKE IN THE FUTURE - THEY AWAYS USE THE SAME APPROACH.
Hey, don't be sorry. I would never have ok'd this carrier, but I do give dispatch some leeway if I'm not available. They did a Saferweb check, but the Gmail, recent dates, 1 truck/4 drivers, an 0 inspections didn't raise any red flags LOL My fault for not have been more specific in training for when I am not there to do the vetting.
