I know there is a ruling on the rules and regulations of what needs to be done re bracing blocking etc. Does anyone have the actual MTO ruling on this? Thanks in advance

I don't think their are specific regulations about forklifts, only what is covered in general under whatever regulations cover secure loads. The ruling is normally made by an MTO inspector at the scale. His or her idea of what is secure will vary. Anything that heavy (on wheels) is a potential big problem if you don't do it right. Forget about load bars and straps, it needs to be properly blocked and chained. The old days of burying it amongst some heavy skids of freight wont fly anymore.
If it is moving local, I normally tell my customer to call a tilt and load tow truck or their forklift company to look after it. The risk vs reward is pretty slim if something goes wrong.

There are specific rules for forklifts in Canada they come under light and heavy vehicles, anything that has wheels or tracks falls under this.
Light vehicle under 45oo kg: working load limit on straps must total 1/2 the weight of vehicle minimum 2 and prevent vehicle from moving in any direction
Heavy Vehicle over 4500 kg: 4 X 5000 lb working load limit straps again prevent vehicle from moving in any direction

Thank you...but would that pertain to closed trailers as well as open?

Yes, this is for vans. We received a violation so I investigated. We have vans with bullrings for this very purpose. Blocking isn't sufficient but we do that too.
You can't do the big forklifts in Canada over 9921 lbs without bullrings
