The problem with produce goes back to the days when one differentiated between regular and exempt commodities, produce being exempt. The whole industry treats the truck drivers no different from the transients used to pick the vegetables out of the ground. They can't collect it so they can't very well pay it out ... it's just what one comes to expect if they are a produce hauler.
