Frozen LTL, at the best of times, is very much a crap shoot and you either get the right carrier, in the right place at the right time running frozen and has the magical amount of room for you...or you pay through the hoop, most of them saying they'd have to run it as truckload.
You could try Erb since I know for a fact they do reefer LTL from that area as I used to give them chilled freight from Affton MO, and that they do run to the west. You will, however, have to either contain your laughter or clench your buttcheeks when the rates department quotes you in US funds (they're a Canadian company!!) and breaks down the rate with a perhundred weight rate. They do not negotiate nor do skid pricing on temperature control freight.
If you "just missed the truck", I'd start with someone like Len Dubois or Portage Transport and go as far as trying Quik-X. Bringing it to Toronto and then doing it beyond would have to be your last resort.
