Quebec fleets applying congestion surcharges

I was in Montreal a couple of Fridays ago. They should have a crazy taxi driver surcharge too. I think those guys saw "The Transporter" or "Too Fast Too Furious" too many times. But seriously, adding a surcharge won't fix the problem since Montrealers will also likely be paying to use bridges soon. The problem is scheduling deliveries in neighbourhoods that have limited lane space, like in the old city, in such a way that it won't be offensive to road users (like restaurant deliveries that usually happen first thing in the morning all over the city, parked all along St. Catharine.) You can't expect truck drivers to be able to be on time for deliveries in a city like Montreal when the 40 is usually as bad as the Don Valley Parkway in Toronto (especially where it meets the 15.) Road planners and business owners in each neighbourhood should agree to hours when trucks have free rein to do their job. Toronto should do the same. Can you imagine an economy being stymied because of poor gridlock management?
