Trying to find a citation to the law that talks about how the Quebec carbon levy/tax/surcharge is to be applied with respect to freight but not having luck. Specifically, if only applicable to intra-Quebec or any shipments originating or terminating in Quebec. The reason why is that we're in an argument with a partner who insists that the surcharge applies to extra-provincial shipments as well.
The problem is that a shipment originated in Ontario and the carrier picked up from our dock in Montreal. Is there not an exception give that the freight is not from Quebec, or is it applicable only intra-Quebec, regardless of previous interlining?
