To make a speed difference even greater between trucks and fourwhellers....

All they need to do to improve the traffic flows is teach people how to merge onto and off of the highway, and which lane to drive in...that alone would solve 95% of the issues on the highways. Sure there are other problems to solve, but they can't be fixed by themselves.
