Our drivers are constantly being pulled into the Windsor scale. Now I don't have a problem with the enforcement - I welcome more enforcement in Ontario. The issue I have is the lack of reporting good inspections.

The drivers come into the scale and 2 people check over the truck in the lane for obvious defects and a quick check of the logbook - a sort of "primary" inspection. If no obvious defects are found, the driver is free to leave. If something is found they are sent to have a more detailed inspection (secondary).

I have a problem with the fact that they are doing a level 2 inspection but the carrier does not get the recognition on their CVOR for this. This could skew the results on our CVOR. Last week we went through 8 "primary" inspections and there were no defects found. Had a defect been found we would have been noted for the defect on our CVOR but none of the other 7 inspections would have shown in the positive.

I would like to ask everyone to write to the MTO or the MPP for this to change. Either do the "primary" inspection and give credit for each pass to the carrier or remove the "primary" inspection and complete a full inspection when necessary.
 
The MTO does not have the resources to complete full inspections on all trucks so they will routinely perform this exercise just like their brothers in the south. It is not until they suspect a violation and pull you around back that they start a level 1,2 or 3. I suspect the MTO will argue that 2 people looking for obvious defects and finding none during a roll by does not constitute a passing grade for a level 2 inspection. This makes it very difficult to obtain a clen inspection and I agree that more carriers should write their MPP and demand change.
