One time US Bond

Is there something called one time US bond? I was told that if you are not US bonded carrier you can buy one time US BOND for a shipment?
IF this is true could someone guide me where can I buy etc?

We did use someonelse bond for one time for about $ 100.00 with no problems. There is a carrier based in Winnipeg who does it. Thanks.
