Well there you have it. The perfect reason why we need some sort of uniformity across the country for commercial vehicle insurance. I understand and appreciate why premiums can vary but there is no conceivable reason why the requirements to operate in one jurisdiction should be any different from another, especially if the operator runs vehicles across the county. Wasn’t there some talk of prorating insurance premiums based on miles run in each Province, regardless of your where your home base is? Confirming a false or misleading address with a regulatory body such a Provincial Ministry of Transport and also with an insurance company strictly for the purposes of obtaining a lower premium, strikes me as fraudulent activity. Hopefully there is still a difference between being a smart business operator and trying to pull a “fast one”.
 
Nothing Jiggery or Pokekery here. It's hard to get insurance for carriers in Ontario. Even after getting insurance they can't hire drivers. According to Ontario law, drivers must have a minimum of 3 years of verifiable driving experience with clean abstract. Where as in NS, you only need six months experience and insurance is almost $600 cheaper per unit per month.

NS has lower requirements by default based on the fact that their population is significant lower than the other provinces. Its like your personal car coverages, if you reside in rural Ontario, you are less likely to be involved in an accident as there are less vehilces in your vicinity. The higher the population the more likely for an accident, your rates reflect that, requirements reflect that. Wouldnt make sense that we in Ontario should have drivers with mountain driving experience when thats typically a BC problem. With the NS carriers who solely incorporate in the province to circumvent the requirements burden in ontario are (as stated) able to put drivers with 6 months of experience on the road. Most of those companies dont have a pressence in NS with equipment or offices. They dont hire locals which in turn would help their economy. Heck in most cases their tyres never even roll on NS roads, no IFTA collections either LOL. Putting all of that aside, you have the anti-competitive nature it brings about in the market. With such lower costs of operation, bids for lanes/loads are 30-45% cheaper compared to the actual Ontario based carrier. I would bet most of those NS carriers "cant get insurance" because they have had a lack lustre CVOR with ontario based insurance companies. I'm all for reducing operating costs, but this practice is down right illegal. Saddly nothing will happen for now, until we have another Humbolt. Which is grossly too late imo. When that does happen, pay attention to how quickly capacity dries up in the market.

What these operators are doing is licensing their equipment in a rural area and then telling the insurance company they only operate in a rural area. That is fraud and I find it surprising that insurance companies allow this to continue.

This is the "cheating" that we can easily see... do you think that's the only unsavory thing they're doing? Imagine an accident with your cargo or a cargo claim... how troublesome that might be for you.

Do yourself a favor... pay a fair rate to a reputable company that is playing by the rules and safe yourself and your customers a lot of grief and money later on.

Just read the daily drug busts at the borders and it tells you what they are doing. I really feel sorry for some of these guys as some are good companies being dragged through the mud by there own. Others well just read the papers or internet.
 
They also cheat on their source deductions - so give the driver a T4 for 1/2 of what he made ... and the driver says nothing as he pays less tax ... not sure how to report that ..and these carriers then ruin the rate and make customers believe that the operating cost is 40% lower than what it truly is ...
