On Friday June 13 we contracted Jack's Express Inc. to pick up a full load of paint in Toronto going to Seattle, Wash. The load cleared customs on Sunday June 15 and has not shown up and may be stolen. The dispatcher claims the trailer was damaged but has since been repaired and is demanding payment prior to delivery. Any help would be greatly appreciated.

I'd certainly ask to speak to a manager or owner if a dispatcher was threatening to hold your freight pending payment.
We've likely all been where you are (thankfully not for a long time) where you have a 'new carrier', the service is not there but they want to be paid before providing a service to you and forget to ask you for this advance payment until after they pick up. Perhaps tell him/her that you can hand them a certified cheque when the truck is 'on site' at the consignee and it has been verified the shipment is in good order.
Have the receiver check the name on the side of the truck, see if it's Jack's or not.

Keep well,
Mike

Did anyone move this freight for Jack's Express? I see they are a broker and a carrier is it perhaps on someone's truck?

The other thing it could be is that they are fearing a freight claim based on the trailer damage? Sounds like a pickle though.
