Not likely. In a few years we will all be watching The Big Short 2 - How the Transport Industry sold Itself Out. The general public will be outraged and everyone in the industry will be saying we told ya so but nobody would listen.

My bet is no. They've been talking about it for years and nothing.

The easiest way to enforce it is to audit one trucking company and look up the tax returns of all that company's paid vendors - especially numbered Ontario Inc or Canada Inc. Any vendors with no tax records get an instant audit - they obviously have an income but not reported. The DRIVER Inc will squeal - implicating the carrier of misclassification. During the audit of the DRIVER Inc, CRA should demand bank statements which will show other deposits from other carriers as they bounce around. They'd only have to start with a half dozen carriers in Ontario and the news would spread through the whole industry. The DRIVER Inc. would be demanding the carrier to pay as wages and the house of cards will crumble.
