Load securement straps

Looking for a solution to company drivers ruining straps. We have 1 driver who continually seems to find a new way to ruin a strap per week. We provide corner protectors, rubber, felt pads, carpet etc. The only solution I see, is to charge it back to the driver, but not sure that is legal. Wondering if anyone has a suggestion.
 
You can't charge the driver for the damage. That's against the law. What you can do is provide him with a new set of straps and write him up for damaging company equipment when he breaks a strap. Either he learns to do better or you "make him available to the industry". Who knows, he might start buying his own straps to prevent getting let go.

I've been mulling this over some more, and thinking to take any careless strap damage cost from the drivers annual safety bonus. Wonder if this is treated as a deduction or it could be illegal, but if I give him a memorandum of the strap damage every time it happens and then just short the safety bonus. Any thoughts
