You have been introduced to a very gray and subjective area, congratulations.
You as an employer (assuming Schedule 1) are required to provide coverage of all "workers", not specifically employees, under your control. You are required to provide proof of coverage for any outside workers that are employed on your premise, not necessarily under your control, however the premise is under your control, i.e. HVAC contractors, agency drivers etc.
Owner operators, maybe - maybe not, depending on the nature of the relationship. One driver one truck, is not likely eligible for his own however if he/she operates under your CVOR, or is directly dispatched by you, etc then will be deemed to be under YOUR control and fall under your coverage (liability).
Sales people same thing.
There is no easy answer, however here are examples;
1. The coffee truck driver operates a distinctly separate business that is in no way related to the nature of our business. Owns his own truck, controls when and where he works, not likely eligible for WSIB coverage nor would he fall under yours.
2. Roofers on your building, separate entity under specific limited contract to perform service on your premise must provide proof of coverage.
3. Agency drivers, bona fide employees of the agency. Agency must provide proof of coverage.
4. O/O, they own the truck however if it is plated by the carrier or operates under your CVOR, are deemed to be under your control and fall under your WSIB.
5. Sales people, contractors operating as independent business', that are "perceived" to represent you exclusively are no longer deemed independent and fall under your coverage.
