I need a software solution that will plan trips for me where I can stipulate where and when the driver takes his 10 hours off and where and when he gets his fuel. Anyone know of anything like that?

As much as I have to, but I think you might have missed what I am after. I may very well have not explained it well enough.
I'm looking for a standalone solution where I input the start point, end point and in-between point(s), and dictate the fuel and rest stops. I want to be able to ask (in a verbose manner of course) "If I'm in Toronto and have to pick up in Brantford at 3:00 PM, what time do I have to leave Toronto, and when will I be in Pittsburgh? Or, I might only want my driver to drive 6 hours and take his 10, then load and go, and what time will he be at destination ... that sort of thing.
I already have an extensive back office that does everything but these calculations and modeling.

PC Miler does something pretty close. You can set your arrival time and it will calculate the departure. It also allows you to set when to take breaks and for how long. You can even factor in loading and unloading time if you know it.

My ProMiles XF sort of does the same thing, but it's rather cumbersome.
