Since the repeal of the Truck Transportation Act January 2006, load brokers need no longer apply for a load brokerage certificate. See www.ntba-brokers.com for more info
 
Actually The Ontario Truck Transportation Act has been completely changed from the information provided. In fact most requirements have been eliminated.

Right now for Ontario in order to open and operate a transportation carrier you must apply for a CVOR and file with that application proof of insurance. This means you must be bound by your insurance company.
