ELD in pre 200 truck

My owner operator wanted to ELD and we have been using for over a year. Had an inspection last week and the MTO officer would not accept the ELD in the pre 2000 truck

Pre-2000 trucks are ELD exempt because there’s no way for the ELD to connect with the truck’s computer—or because there isn’t one at all. ELDs need to hook into the ECM to work, which older trucks don’t have. Technically, your O/Or could retrofit an ECM, but it’s usually more hassle than it’s worth. He is most likely using an AOBRD which was introduced for the transition into ELDs and are not recognized as ELDs
 
ECMs in large diesel engines started showing up in the early 90s across the board. The last non ECM controlled on highway engines were produced up till 1999 model year trucks. The emissions standards of 1998 for large and medium diesels, ended mechanical engine availability. The BOD/communication rates used on pre 1999 model year build ECMs were for the most part considered to slow for ELD compatibility. The powers that be, decided as mentioned before that with mechanically governed engines still being on the market pre '99, and the update of ECM communication speeds for most manufacturers, 1999 was a good cutoff. (Note:1998 emissions standards were not enforced until following year build dates of 1999)
