This will be interesting. Hopefully they will be able to come up with a test that will encompass everything that an officer would need to investigate or perform enforcement but won't take 4 hours to complete.

To clarify, I think this is a good thing.

BUT

It needs to be standardized. This is ripe for abuse of power.

Driver can speak and write english, maybe has an accent and the officer is having a bad day... man I can see this going bad.
