It's been turning, but two things:
a) it's not because the US economy is turning around, it's because of a loss of faith in the Euro specifically
b) as Bruce Springsteen sang 'and they ain't coming back' -- it's not going to help Canadian manufacturing much
If anyone remembers, when the economy was getting really bad in late 2008 and early 2009 the US dollar gained a lot of strength and then dropped it.
The real recovery won't come until the real estate glut in the US has cleared and there is robust construction again.
I don't know how successful efforts to repatriate manufacturing in North America will end up being.
Just my $0.02
