You're absolutely right and no wonder why the defendants agreed to pay the fine; $30k is a very cheap price in lieu of rent/tax since 2020.
Governments and courts need to be smarter in identifying the shysters who are working the system and set the fine to more at (least double) than what they would have had to pay. It is supposed to be a penalty, not a discount option. How are law abiding companies supposed compete with this?
 
The defendant was 6230 Mayfield Inc. which is an Ontario registered corporate entity. I believe the property in question is what is known as Airport-Mayfield Parking. Conveniently tucked away behind some dirt and some houses. This company was listed as the owner of property legally listed as Part Lot1, Concession 1 formerly Albion which puts it on the north side of Mayfield, east of Airport.
