Blink has a load for us (I know they never should have been used just here to share this huge mess they have created) claimed driver was pulled over at scales for a 36hr reset. Story they are selling doesn't line up. We call the scale they said its a Blink Logistics trailer but a 407 truck hauling the load USDOT#3833189. 407 has no insurance or carrier authority which makes sense why the truck still has not moved from the scale states side for over 48hrs. Blink logistics is trying to send over fake insurance documents for 407. Document has insurance misspelt and the policy number matches the insurance that was cancelled showing on FMCSA. Even verified with their insurance the policy was cancelled September 2025.

Can anyone on the carrier side explain how a truck with no authorities can be used for the ACE manifest or how they managed to cross the border?

I have not filed an ACE manifest for over 15 years and don't recall all the elements that need filing.

CBSA/CBP are separate entities from whoever enforces the motor carrier stuff and I'm guessing they don't really know about that stuff, or care all that much.
Just like they don't care if you're overweight at the border. I might be wrong though. Possibly you could use an authorized carrier's PARS and I don't think they'd really think twice about it if you were crossing.
 
CBP does check the FMCSA status of the MC although there may be an update lag from the time the FMCSA sets the revocation, and it gets to CBP's system. MC01391304 was revoked Nov 3, 2025, so either that truck crossed before that date and was doing interstate or was lucky enough that the update has not happened when it crossed.
The carrier may have also changed the plate with a valid carrier plate but not changed the decals and cab card. CBP only looks at the plate and does no immediate cross checking of VIN at the line. The plate is linked with the DTOPs transponder and then to the SCAC of the vehicle.

I just noticed that MC01391304 (407 Logistics) had an updated insurance policy posted on Nov 24, 2025. It will take about 48 hours for the authorities to be re-instated. They are now with Facility Insurance.
