Update:
We took a chance and accepted a local load with Balkan Transport.
To his credit, Faruk called us this morning and we had a good discussion. He offered to pay COD and by the time we made delivery there was an E-Transfer waiting. That's a solid effort considering he likely hasn't been paid from the customer yet.
TLDR: Paid on time/early.
