But yet he is pulling loads and finding carriers to move his freight, so how small of a community are we?
The trucks pulling his loads I find are typically O/O's or small carriers who clearly don't know what they are getting into when accepting the haul. Not making excuses, DD is something we all have to do to be successful in this business, but there is a pattern when you dig deeper.

right government agency
wonder if the MTO could step up and revoke their CVOR? not that it would really stop him since he could just open a new corp and get a new CVOR under it, but it feels like it would be a much more tedious process.

These guys have been doing this for a LONG time. I met him once, when he tried to sue my employer and my client for payment for a load I'm not sure he completed... I think the company name was SMG at the time. One of those acronyms. The JOP threw it out when I produced a cleared cheque to his Factor and the Factor produced a transmittal to him for the funds. RIP Blondie, miss you hun.

This was over 10 years ago. I guess he hasn't pissed off the wrong guy or gal as of yet. Here's hoping he does because it's not like he'll ever end up facing consequences legally...

Keep well,
Mike
