Flat Bed accesories and inventory on truck

We find it we difficult to have drivers responsible when it comes to making sure they have minimum requirements BEFORE departure. We end up having a need for binders and chains on a load only to find that this trailer has been stipped down and the accessories transferred onto a different trailer. How do you cope with this with your drivers? Is there any ways to make them realize their moan and groan and their desire to keep the same trailer is due becasue of their collegues inability to care about what is left on the trailer......
 
The equipment goes with the truck as (imho) it's easier to secure from theft and inventory before starting a trip. Is the equipment hung on a headboard on the trailer or left in a pile?

It is more that they usually complain about others leaving trailer with accessories missing. Where they go is usually in another trailer as it is easier to grab something from another trailer rather than going to grab them from garage. The equipement is usually in the "box" underneath the trailer or in racks (corners and sticks)
