Quebec carbon levy

Has anyone else had questions about the Quebec carbon levy? Other carriers have started charging it and we are following suit but finding pushback.
Any comments or thoughts about how to handle this?
 
Do you know what caused carriers to start charging it and how people are calculating how much to charge? I know you said its 3% but I'm curious what led to that number. Might try to start charging it and see how it's received.

It seems to be customer by customer if they accept it or not.

We have one who does a ton of LTL and they got it from a few different carriers so they accepted it and its an additional line now.

Tried it on another customer and they through a hissy fit, so we just eat the cost/slightly increase their linehauls lol. Been working out so far.
