CBSA system outage delays trucks at Southern Ontario border crossings

Just FYI - all commercial ports to Canada were closed completely last night, and while they have said they have since reopened, they are still not letting commercial traffic through.
At least not through Queenston or Fort Erie.
They have set up staging areas off the Interstates and have closed some of the routes to even get to the ports, so be prepared for long waits and advise your customers. In our case, we turned our trucks back and didn't send them to the US.


CBSA officer told one of my drivers that they switched over to a new system on the weekend and it has not been operational at all.

** Please note we have identified the root cause of the issue and are working with our partners to resolve this issue as soon as possible. We currently do not have an estimated time of resolution and will provide updates hourly. Contingency procedures for commercial clearance have been invoked.**

The CBSA is currently experiencing a delay for importers and custom brokers who submit Integrated Import Declaration (IID) and eManifest portal inbound data. We are also delayed in processing and sending outbound messages such as acknowledgements, reject messages and notices (e.g. RNS, completeness notices, etc) through EDI and/or eManifest portal.

During this time, eManifest portal users may be experiencing difficulties where the trade data is in “Updating” status.


We regret the inconvenience and thank you for your continued cooperation.

Please refer to the contingency procedures outlined below or be prepared to resume transmission once the system is available.

For highway carriers, if you are proceeding to the border during this outage, please ensure all drivers are provided with two copies of the correct paperwork to present at arrival. The CBSA will accept paper documentation during an outage and no monetary penalties will be issued to external clients for failure to transmit required data during a scheduled or an unscheduled outage and for the 2 hours following system resumption.

so we had two copies of everything, printed, and the officer wanted it emailed to him - then he wanted it emailed directly from the custom broker - we were there for over three hours ...

That feels like an incredibly unsustainable process to continue with for too long.

Oh ya - we've been doing this for weeks, since they have been having consistent issues lately, and everytime driver shows up following their own 'contingency plan' they never accept it. Takes minimum 3-4 hours everytime.
And the officers act like they have no clue anything is wrong and leave us to have to deal with it. So frustrating! !

Driver just reported that exit 8 & 9 off the 190 to Peace bridge are completely closed off to truck traffic. State troopers are sitting there turning trucks back.
 
Just to update;

I just received this response back from CBSA Fort Erie, and my ACI's have been transmitting since Monday/yesterday/this morning & none have been accepted yet.

Hello,

Unfortunately we can’t process anything until the ACI is accepted in the system. We don’t have an entry to process. I would advise your driver to wait until it is accepted as we have a lot of trucks and drivers already here waiting with limited parking available.
