VIJ LDH back in business double brokering freight and scamming

Karan VIJ from VIJ LDH Transport out of Brampton, ON is back at it double brokering freight and not paying the Carrier. They still owe for a Sobey's load that was double brokered from Oakroad Logistics. Oakroad has refused to pay us and Sobey's won't respond to our claims. I am still working on collecting our funds from this crook but it appears he has scammed another Carrier. Not sure how they are still getting freight as they have no authorities. Any advice on how to report this company would be greatly appreciated, as I have exhausted all avenues. As Transportation is Federally Regulated, there needs to be something we can do?
