Exactly my thinking also. Yes, the driver should have identified the difference between the seal numbers and then inspected the load. It sounds like the freight broker was involved as well as that was who diverted the load from its original to Montreal.

Let this be an example. If there is a difference between the seal and the paperwork then the driver has to inspect it. If there is pressure that the seals have to be maintained, then you always have the option of calling CBSA at 1-888-502-9060, or the port to ask a supervisor, or your PIP contact, for their opinion, especially when something happens like a change in final delivery. I'm sure that there were other indicators that could indicate an issue before the driver got to the border - maybe the broker calls too much to find out where the load is. The CBSA supervisor has seen and heard it all. If they choose to put you on the dock and inspect it the driver is spared a lot of the scrutiny since they called it in as suspect before it arrived. We have done this a number of times and thankfully nothing serious was found that implicated us. An hour extra at the border saves a lot of hassle later.
