No way they are saying people will be honest and do the module themselves!!!! Who thinks this crap up? If you have to do a knowledge test at the Ministry why not just do the Air Brake test also so you can see who is doing it? They leave the door wide open for people to be dishonest but then complain when there are unsafe drivers on the road or lots of accidents!
