I am sure there will be lots of debate, and there so should there be. I have always hoped for something like this. Drivers have expressed to me that they want to stop for a break because they are tired, or are wasting time at a slow shipper, or would like to wait out weather conditions. The idea would be a welcome one, I think!
Now we can work a 17 hour day! Yahoo!! (enter sarcasm here)
Longer days, and a reprieve for shippers during this capacity crunch. Now they can delay my truck for 3 hours with no consequence. Their load should still legally make it to destination in spite of the 3 hour delay.
I'm against it!

Hopefully you can't extend all your days by 3 hrs if you work locally or have a shift work schedule..
And yes, it can be abused, eh..

It will ABSOLUTELY be abused by shippers/receivers. This proposal is letting them off the hook yet again for detaining trucks. Yeah, the driver had a full 3 hour "break" but he was forced to surrender the keys to the shipping office and sit in the "driver's lounge" for the entire loading/unloading time. No nap, no meal, no shower, no nothing.
There needs to be some sort of provision that the break must be an actual break.
Also, drivers should be able to split up those 3 hours in any way that they see fit. One break of up to 3 hours is a start but it's not good enough at this point.

See? This is why the discussion is so important. 
I hadn't thought of Naviagator's point of view. I was only thinking of the benefit to the driver in planning for traffic, weather, and an exceptional situation at a shipper/receiver. So many points of view to consider..Have a happy weekend all!

All we need is to split the sleeper berth 8 and 2 like the old days and that would make all the difference in the world.

Any mucking with the current set of rules will be bad for drivers and carriers. The 3 hour "pause" button simply means inefficient shippers and receivers can make drivers wait for longer periods, and drivers and carriers are back to working extra hours for free.
Responsible carriers have and will pay their drivers anyways, but there is a segment of the carrier community that will abuse their drivers accordingly. There is also a segment of the shipping, receiving, and broker community that will insist that drivers take their 3 hour "pause" sitting at someone's dock ... without pay !!!
