Repair shop fined $55,000 because injured worker wasn’t wearing eye protection

Was the employee fined for not doing their job in wearing safety glasses. I guess individual responsibility doesn't mean anything anymore. A $55000 fine for documents. How would you enforce this? Have someone stand behind every employee while they are at work? Hey I agree 100 percent in safety above all but this just seems like a tax grab.
