Receipt of Customs documents

From a Carrier's perspective, how do you manage receiving Customs documents in a timely manner. Ideally, Customs docs would be received at time of booking....but as we know...this does not happen all the time. Challenging.....as we do want to handle the orders but, we also can't spend vast amounts of time and expense requesting documents.
