They have a brand new tire sitting on the deck but don't hook up the service line?? And a 3+ inch stroke - yikes! No brakes at all!
Naming them isn't going to help - only more enforcement. Enforcement is so bad and so sparce that these carriers just take the chance. Likely that wasn't the first time or last time that they run trucks with drivers on a suspended license - they probably don't pull CVOR and abstracts to check. Then send someone over to drive the same truck away that was put OOS and thinking a hand made plate is good enough to cover everything? If the plate was the only issue but that was not the case.
If the repairs were reviewed before they let the truck get back on the road, and checked the new driver, this wouldn't have been a story. The police or the MTO needed to call at that moment of the first pull over to the trucking company and speak to the person whose name on the CVOR. If they don't get the feeling that they're going to make it fully right then the CVOR should be suspended immediately. If they are from outside of the province then for sure it needs to be fully repaired and reviewed before moving.
The government and police feel that trucking companies who get a ticket will fix everything and learn from the situation. Unfortunately, that is the farthest from reality. These carriers just think, 'oh well, once in a blue moon is not a problem.' Don't get me started on how lax insurance companies have become in questioning this behaviour.
