Ontario LTL/TL to Mexico

Can someone recommend a quality TL/LTL Carrier who delivers into Mexico without using an AGENT for the last mile? Our client is concerned about crossdock damage/theft in Mexico. Shipment origins would be either Greater Toronto Area, or Los Angeles, CA

Any reputable carriers spring to mind?
