It's like with most other government initiatives. They have to have the revenue to sustain it. And issuing tickets has been and always will be a part of the revenue. And they have to make sure in the public's eye, the initiative is justified. So there will always have to be a certain number of trucks put out of service. Just so the public knows they are needed to keep us motorists safe from the big, bad truckers.
