MCS-90 endorsement (proof of public liability insurance for carriers - US)

Does anyone know if a copy of the MCS-90 Form needs to be carried in each truck to prove the carrier has the minimum public liability limits?
Do carriers still need to get the MCS-90 endorsement from their insurance companies?
