Leavenworth,KS to Laredo and beyond

We are receiving differing opinions as to whether this is considered cabotage or not. Anyone care to chime in?
P/U in Leavenworth,KS - drop at forwarder in Laredo for clearance and furtherance to Mexico.

Very grey area a hundred people will probably split it down the middle. From my understanding it is legal but I still would pass on doing it.

This would be considered cabotage. To make this work, Driver has to present direct delivery into Mexico...thus shipment would be considered as International commerce - United States too Mexico.
