So what they are saying is :
We have no resources to police this!
We have a driver shortage and do not want to lose more drivers!
We are making it worse by calling it Drivers Inc!

In conclusion if we put our heads under the covers this will go away on its own.
 
In this Truck News report from November 2022 - O'Reagan identified and promised more enforcement.
Now six months later he says it's not going anywhere. It seems like there was more discussion about the title given to the process.

This government needs to go. How can a minister flop around like this and take two completely different sides in a matter of six months? Finance Minister Chrystia Freeland also addressed enforcement in the Fall Economic Statement. It just shows this government's complete incompetence with two of its most important ministries.

Cmon Singh, give up on them and refresh the government.
 
Governments in power, regardless of which political stripe they may wear, are really only concerned with two things. 1) Maintaining enough support so that at election time they can remain in power. 2) Having enough tax revenue to fund the projects and initiatives they support. If the Driver Inc model can ensure that both those items are met, I don‘t see it going away any time soon. It may, I am reluctant to say, be time to stop fighting it and perhaps begin to participate in it. If having a level playing field is the result everyone wants see, maybe it is time to get on the other side of the field.
