I think you are giving the goverment way to much credit in thinking they know what is needed for this project. Plus this is already been contracted to a pizza joint on college St that has no clue for $950000000000.They bite more often that not we findIts always a nice reward. It seems that when we bid on a RFP and sharpen the pencil that extra little bit, we miss out on pricing... but those "go away rates" seem to work more often than they don't. Ya I don't get it.
