Driver Hiring - Insurance Letters

Good Morning Everyone,

Is there a policy in which insurance letters are not required for driver hiring? Maybe hire the driver and submit them later? The whole process is very frustrating and takes forever. I have lost so many good drivers!!

Some people have recommend Fenchurch but I have only heard bad things about it. Do I have another option here? Any suggestion?
