It means they have serious safety issues, it does not mean they cannot recover but they should be able to supply you with a plan they are instituting to get them out of it as they would have to do for the MTO and their insurance company. Most large shippers need to be informed if you go Conditional and they will then choose whether or not to keep using you. In this market if their insurance is expiring soon it may not go very well for them.
