Winnipeg has always been a tough town to get re loaded east from with dry vans. The rail rates make it hard for shippers to justify moving over the road unless it is reefer or expedite. I would contact a few of the major truck load carriers based in Winnipeg and try to get on there list for overflow.
Good luck.

Your rate out better reflect the fact that $1.50 a mile outbound is big money from out there(.90cents and a buck is what I have heard) . Western Canada is a joke when it comes to trucking rates for anything not patch related. We quit running out there back in 07 when guys cut the rates damn near in half to get out there.

That's why I spend alot of my sales efforts there... everyhting is easy to move. One can make big promises and not get into trouble.
