does anyone ever wonder who is behind all these "double-brokering" - "pop-up companies" ?

There is so many with one master mind...scary industry, you don't know who your really dealing with!

Whenever an "opportunity" arises for less than honest operations to jump in, make a quick buck and jump out unscathed with their pockets full you will have all kinds of people try it. If it works, not only will they keep doing it but it doesn't take long for the word to spread within the criminal world and others pop up. (Scum bags tend to like to brag about their success)
Buyer beware is the only advice. If you don't have a history with them and haven't done your due diligence then you are making it easy for them.

I think that what happens a lot of the time is that people are trying to break in honestly but realize how hard it is. The easiest sales are the low hanging fruit and double-brokering has traditionally been so, mostly because people are not vetting out suppliers properly.

Simply tell your customers who you're sending in and provide a USDOT where applicable. And then tell the shipper if the truck's ID does not match what you've provided he loads it at his own risk.. (for all intents and purposes he gave the load to another carrier). That stops double brokering dead in its tracks.
