water separator issue

Actually, there is no issue with the water separator itself (at least I hope not). The actual issue is that I have an o/o whose water separator fills up quite quickly. It is almost impossible to pinpoint which truck stop (or stops) has high water content in their diesel. My main question is if anyone else has any knowledge (in general terms, of course) of which truck stops or truck stop chains tend to have a lot of water in their diesel? Any suggestions how to "weed out" where the bad fuel is coming from?

Is he buying fuel at the Duty Free in Detroit? They used to have a issue with water in the fuel a few years ago. I know they have changed it all down there but that would be my first guess. Also Fuel City in Gary a buddy of mine had issues there a couple years ago also.

Is he keeping tanks full or just filling little bit every day, condensation on aluminium tanks will happen with the current temperature changes.
